which meet the following criteria.

The applicant must be a domestic (U.S.) company.

The proposed technology must originate from Russia and must not have been
commercialized in the United States.

The proposal may be for final research and development or field
demonstration
in the United States of new or existing Russian technologies.

Technology transfer of the new technology must occur within the United
States.

SCOPE

This funding opportunity announcement has two subtopics that specifically
address the following topics. Applications may address only one of these
two
topics. You may submit more than one application. Each application must
have
its own unique title on the subject line (i.e., project title and principal

investigator/project director, if any).

Subtopic 1: Russian Technologies for Oil Pipeline Spill Detection

Projects in subtopic area 1 promote the Office of Petroleum objective of
developing new technologies enhancing environmentally friendly oil
production.
Area 1 will accept applications for further development or field
demonstration
of Russian technologies for oil pipeline spill detection.

Subtopic 2: Upstream Oil Production Technologies

Projects in subtopic area 2 promote the Office of Petroleum objective of
developing new technologies enhancing oil production. Area 2 will accept
applications for further development or field demonstration of Russian
upstream
oil technologies that are more advanced than those commercially available
in
the United States. Example upstream technologies are, but not limited to:

Seismic and other imaging technologies, geologic modeling tools, reservoir
